How to Verify a Property Valuer's Registration

Five-minute checks for Section 514 income-tax registration, IBBI search, chartered engineer membership and CA UDIN, plus questions that expose fakes.

Why verification matters in 2026

Two things changed this year: the Income-tax Act 2025 moved valuer registration to Section 514 with a re-registration deadline of 30 September 2026, and AI search and directories have made it easier than ever for unregistered operators to advertise as “government approved”. Five minutes of checking protects a tax filing or a visa application.

Check 1: Income-tax registration (Section 514, formerly 34AB)

  1. Ask for the registration certificate. Until 30 September 2026 it may be a Section 34AB certificate; after that date it should reflect Section 514.
  2. Ask for the Form 169 acknowledgement if the certificate is a 34AB one.
  3. Confirm the asset class (immovable property, agricultural land) matches your property.
  4. Confirm the registration number appears on the sample report.

Check 2: IBBI Registered Valuer

  1. Open the IBBI website, go to Service Providers, then Registered Valuers.
  2. Search by name or registration number; check the asset class (Land & Building) and that the status is active.

Check 3: Chartered Engineer

Membership of the Institution of Engineers (India) can be checked on the IEI member portal. Remember that CEng alone is not valuation registration.

Check 4: CA and UDIN

For net-worth certificates, verify the UDIN on the ICAI UDIN portal; it shows the CA’s membership number, the document type and the date.

Check 5: Questions that expose template operators

  • “Who will inspect the property and when?” A registered valuer names the person and date.
  • “Which method will you use and why?” Expect a specific answer for your property type.
  • “Can I see a redacted sample report?” Registered valuers have one.
  • “What is your fee for a ₹1 crore property for capital gains?” Anything above ₹10,750 exceeds Rule 248.
  • “Will you appear if the assessing officer calls?” The answer should be yes.

Is there a public list of government approved valuers?

The Income-tax Department's register is maintained by the Principal Chief Commissioners and is not a single searchable website. Ask the valuer for the registration certificate and the Form 169 acknowledgement; the IBBI register is searchable online.

What if the valuer refuses to share the registration number?

Walk away. Registered valuers put the number on every report.
