Property Valuation Certificate: How to Get One

What a property valuation certificate is, who can sign one, the documents to send, what it costs and how long it takes, in India or from abroad.

What a valuation certificate is

A valuation certificate is the everyday name for a registered valuer’s report: a signed, stamped statement of a property’s market value on a date, with the method and evidence. It is issued by a valuer registered under Section 514 of the Income-tax Act 2025 (formerly 34AB) or with the IBBI, and it is what embassies, banks, courts and tax officers accept. Portal estimates are not certificates.

Step 1: fix the purpose

Visa or immigration, capital gains, FMV as on 1 April 2001, bank loan, gift or partition, court, insurance or records. The purpose decides who must sign, whether inspection is needed, the format and the fee. ValuerDekho’s services pages set this out per purpose.

Step 2: choose and verify the valuer

Compare two or three registered valuers on registration type and number, purposes, fee, turnaround and a sample report. Verify the registration as described in the verification guide.

Step 3: send documents

Title deed and chain; approved plan and occupancy or completion certificate; property-tax receipt; electricity bill; society documents for flats; identity proof; state land record (7/12, khata, patta, khasra) where applicable. Scans on WhatsApp or email are enough to start.

Step 4: inspection

The valuer or an associate visits, measures, photographs and notes condition. For document-based visa reports, a video walkthrough may replace the visit and the report says so.

Step 5: draft and final

You check facts on the draft; the valuer issues the signed PDF and, on request, the original by courier, including abroad.

Fees are for a residential property and exclude GST at 18%. Commercial premises, industrial units and land are quoted higher, usually 1.5 to 2 times these figures. For a report prepared for income-tax purposes, Rule 248 also caps the fee at a figure that depends on the property value; the fee calculator works it out.

Frequently asked questions

Can I get a valuation certificate online?

The process runs online: documents on WhatsApp or email, a video or physical inspection, a draft, and a signed PDF. The certificate itself is a signed report, not an automated output.

How long is a valuation certificate valid?

It states a value on a date. Embassies treat reports within three to six months as current; lenders usually accept three months; tax reports are tied to the transaction date.
