National Capital Territory of Delhi (with Gurgaon, Noida, Ghaziabad and Faridabad)

Property valuers in Delhi NCR

Property valuers in Delhi NCR issue registered-valuer reports for visa files, capital gains on sale, fair market value as on 1 April 2001, bank loans, gifts and partition across Delhi, Gurgaon, Noida, Ghaziabad and Faridabad. A visa valuation of a Delhi flat costs ₹10,000–₹18,000 and is delivered within 24–48 hours; a capital gains report on a ₹1 crore property is capped at ₹11,250 under Rule 248 and takes three to five working days including inspection. Delhi's stamp-duty benchmark is the circle rate, notified in September 2014 and still in force, so market values in most colonies sit well above the state schedule, which makes the 10% safe-harbour rule under Section 78 (formerly 50C) rarely an issue for sellers but frequently relevant for buyers of older DDA flats.

What is specific to Delhi NCR

  • Circle rates by colony category A to H were last notified on 20 September 2014; a revision of up to 35% with a new A+ category has been under review since 2025 and had not been notified as of April 2026.
  • Stamp duty is 6% for men, 4% for women and 5% for joint purchase, plus a 1% registration fee, on the higher of circle-rate value and agreed price.
  • DDA and L&DO leasehold flats need a conveyance deed (freehold conversion) before most lenders and embassies accept the title; valuers note leasehold status in the report.
  • Unauthorised-regularised colonies transact on GPA/agreement-to-sell/will chains; registered valuers value them but flag the title basis, which visa officers and assessing officers read closely.
  • Gurgaon (Haryana) and Noida (Uttar Pradesh) use their own collector rates and stamp duty (7%/5% in Haryana for men/women; 7% in UP with a rebate for women up to ₹10 lakh), so NCR valuers must be registered to inspect across three states.

Delhi NCR valuation FAQ

How much does a property valuation cost in Delhi?

Visa valuation ₹10,000–₹18,000 per property; capital gains and FMV 2001 reports ₹10,000–₹20,000, plus 18% GST; bank-loan reports ₹10,000–₹15,000. Gurgaon and Noida are similar, with a travel component for far sectors.

Who is a government approved valuer in Delhi?

A valuer registered under Section 514 of the Income-tax Act 2025 (holders of the former Section 34AB certificate who re-register by 30 September 2026) or an IBBI Registered Valuer. Delhi has one of the largest concentrations of both; ValuerDekho lists the registration type and number on each profile.

Is the circle rate in Delhi the market value?

No. Circle rates were fixed in 2014 and are below market in most colonies. Valuers estimate market value from recent registered transactions and listings, then state the circle-rate value alongside it for stamp-duty and Section 78 purposes.

Can an NRI get a Delhi property valued without visiting?

Yes. Send title documents on WhatsApp, arrange access for the inspection through a relative or tenant, review the draft, and receive the signed PDF; the original is couriered abroad on request.

Do valuers cover Gurgaon and Noida too?

The valuers listed for Delhi NCR inspect across Delhi, Gurgaon, Noida, Ghaziabad and Faridabad. Haryana and UP use their own collector rates, which the report cites.

How long does a valuation take in Delhi?

Visa reports in 24–48 hours from documents; capital gains and bank reports in two to five working days including inspection.
