Fair rent certificates for HRA, leases and disputes; reinstatement cost for insurance and societies

Two smaller but frequent needs: a rental valuation certificate that fixes fair rent for leases, HRA claims to employers, PSU or government tenancies and rent disputes; and a reinstatement (insurance) valuation that fixes the sum insured for a building or housing society so claims are neither under-insured nor over-paid. Both are document-plus-inspection exercises costing ₹10,000–₹20,000.

Who signs
A registered valuer or Chartered Engineer; insurers accept Chartered Engineer reinstatement reports, and lessors and employers accept registered-valuer rent certificates.
Typical fee
₹8,000 – ₹15,000. Plus 18% GST. Rent certificates at the lower end; society reinstatement valuations depend on built-up area.

How it works

  2. Compare valuers Chartered Engineer or registered valuer as required by the recipient.
  3. Inspection Area, specification, age, condition and comparable rents or construction rates.

Frequently asked questions

What is reinstatement value?

The cost to rebuild the structure to the same specification today, excluding land. It is the correct basis for building insurance; market value overstates it because it includes land.

Who issues a fair rent certificate?

A registered valuer or Chartered Engineer, using comparable rents, the property's specification and location. Employers and PSUs accept it for HRA and lease approvals.
